The Ukrainian gaming oversight body, the Gambling and Lottery Regulatory Commission (KRAIL), has introduced a nationwide self-exclusion registry for individuals prohibited from participating in gambling activities.
This mechanism is intended to safeguard individuals struggling with gambling addiction and enable them to voluntarily exclude themselves from gambling for durations ranging from half a year to three years. Relatives can also petition to include a gambler on the registry, provided they furnish supporting documentation such as substantial gambling expenditures, outstanding debts, unpaid child support obligations, or evidence that the gambler is receiving housing assistance.
Furthermore, judicial authorities can add individuals to the registry based on a court order, with a maximum duration of six months.
Upon visiting gambling establishments, operators are obligated to verify the registry against the player’s birthdate and identification number.
The establishment of the exclusion registry is outlined in the Ukrainian gambling legislation, which was enacted last year, ending a decade-long prohibition on gambling.
While the legislation has been passed and operators like Parimatch and Cosmolot have secured licenses, regulatory frameworks are still required to establish tax rates.
The Ukrainian Finance Committee has finished crafting a legislative proposal, designated as 2713-D, which will modify the taxation of gambling activities. This bill is now prepared for a second review. Initially, the proposal suggested distinct tax rates for diverse forms of gambling, but the finalized version establishes a uniform 10% tax rate for all gambling endeavors.
In the preceding month, the Ukrainian regulatory body for gambling, KRAIL, unveiled new guidelines for responsible gambling practices. These regulations encompass a prohibition on bonuses that are contingent upon losses.
